Going to Madinah afterwards is the calmer arrangement, and this package is built that way.
You arrive into Makkah, settle, perform tawaf al-qudum and sa'i, then go into the Hajj days rested. Afterwards, when Makkah is at its most crowded and everyone is trying to leave at once, you move to Madinah for a week while the pressure eases. For elderly pilgrims especially, that ordering is worth more than any hotel upgrade. It also means the Rawdah permit can fall on any day of a full week rather than a narrow window.

As with the shorter package, the Mina camp is the real variable. The extra week in Madinah is comparatively inexpensive — hotel nights rather than quota — which is why the longer package costs far less per day.
A genuine quirk worth knowing: because visa, quota and transport costs are fixed regardless of length, longer Hajj packages sometimes cost less in total than shorter ones. One UK operator currently advertises a 20-day non-shifting package below the price of their own 11-day shifting one. If you can take the leave, check the longer option before assuming it costs more.
Hajj falls on 8–13 Dhul Hijjah and moves about eleven days earlier each year.
The Islamic calendar is lunar, so the dates shift annually and have fallen in the hottest months in recent years — Makkah and Mina regularly exceed 45°C. That has real consequences for elderly pilgrims and anyone with a health condition, and it's worth discussing with your GP. Authorised packages open nine to eighteen months ahead and sell out; final dates depend on the moon sighting.

Non-shifting keeps you in one Makkah hotel throughout. Shifting moves you further out for the Hajj days at a lower price. Both are legitimate; know which you're buying.
